The goal that the lecturer wants to achieve is to provide students with knowledge of the subject and encourage them to deepen their knowledge, in particular based on the observation of current events in the field of public finance. Moreover, the lecturer's goal is to develop students' ability to use the acquired knowledge in a practical way.
No requirements.
1. The concept of public finance science and its subject scope.
2. Categories of collective needs, economic and social criteria for distinguishing public goods, social good.
3. Functions of public finances.
4. State budget - concept, features, functions. Budget rules. Planning, adopting and implementing the state budget. Sources and forms of budget revenues.
5. Methods of rationalization of public expenditure. Public taxes and fees as the basic source of budget revenues. Direct and indirect taxes in the economy.
6. The essence and features of fiscal policy. Active and passive fiscal policy. Fiscal policy tools. The essence and factors of budget balance.
7 Economic consequences of the budget deficit. The essence, types and causes of public debt. Instruments for incurring public debt.
8. Reasons for the decentralization of public finances. The essence and features of local government.

The condition for passing the lecture is obtaining a positive grade in a written assessment consisting of four open questions covering the issues discussed during the lecture.
