Aim of the course

According to Polish Public Procurement Law public entities are obliged to follow the legal regulations for awarding public contracts. Such awarding entities are obliged to award contracts according to the rules of fair competition and equal treatment of economic operators, impartiality and objectivity of persons preparing and conduction procedures specified in the act of the Public Procurement Law. For this reasons the filed od Polish Public Procurement Law covers many aspect of legal regulations for awarding contracts through public procurement procedures, law of civil legal contracts and the legal aspects of the control of awarding public contracts and respective authorities within the scope of public contracts matters.

Requisite and Incompatibility

General knowledge in the scope of lawmaking, principles of law, civil law and public law.

Scope

Learning Outcomes

•      introduce the rules for awarding contracts through public procurement procedures,

•      description the rights and obligations of the parties participating in public procerement procedures,

•      description the rules for procedures of awarding public contracts,

•      introduce the measures of legal protection,

•      introduce the control of awarding public contracts and respective authorities within the scope of public contracts matters.
