To provide students with knowledge of modern management methods currently implemented in public organisations, and in particular to emphasise the tendency to move away from repetition towards the creation and establishment of new relations, i.e. cooperation. Furthermore, to present exemplary solutions, including drawing attention to dysfunctions in this field.
Gaining credit for the subject: the public sector and its functions.
Lectures:
Fundamentals of public management (scope, models, perspective). Selected management methods: strategic planning (objectives, methods, planning stages). Management by projects (definition and project cycle, supporting tools and processes). Systemic quality management (ISO, EFQM, CAF),
Exercises:
Public organizations in economic and management theory; public service market (classification of services, measurement and evaluation criteria, contracting of services, efficiency of public organizations). Innovative activities of public organizations (case study).
Classical problem method, discussion, group work, analysis of source documents.

A prerequisite for passing the lecture is to obtain a positive assessment of the test (scope of the lecture content only) with a minimum attainment of the expected learning outcomes of >50%. The credit of the lecture will take place on a single date for all students. The prerequisite for the student to pass the lecture is a positive grade from the exercises.
The pass mark for the exercises will include attendance at classes (control of attendance at classes) and obtaining a positive mark from a colloquium in the form of a single-choice test (closed questions), assuming the achievement of the expected learning outcomes at a minimum of >50%. In addition, during selected classes, students will have to prepare a group presentation of selected issues discussed during classes, which will then be reviewed by the instructor in terms of content and manner of presentation, taking into account the ability to work in a team.
